WASHINGTON, D.C. ?Charles D. Devoe, of Washington, D.C., formerly of Damariscotta, Maine, died Friday, June 21, 2002, at a Washington, D.C. hospital after a short illness caused by an aneurism. Born April 21, 1947, in Eagle Lake, Maine, he was the son of Jeanne Albert and Gilman Devoe. He was educated in the Eagle public schools, and graduated from Community High School at Fort Kent, Maine, class of 1964. Charles graduated with a bachelor's degree from the University of Maine at Orono, having majored in international affairs. He interned in Washington in the office of Congressman Robert D. Hathaway. Following two years in the Air Force, he did graduate study at the Central Missouri State University School of Business. From 1971 to 1974, he was the director of correctional treatment programs for Aroostook County, and was subsequently employed in vocational rehabilitation for the state of Maine. In 1977, he graduated from Hamline University Law School with a doctorate in jurdisprudence and served as chairman of the publications board. In 1977, he served as assistant attorney general for the state of Maine in the Civil Litigation and Workers' Compensation Division. In April 1980, he was appointed as the first full-time chairman of the Workers' Compensation Board, appointed by Gov. Joseph E. Brennan, and served in that capacity until October 1985. During that period, he authored the Maine Workers' Compensation Act: Practice and Procedure, and also served as president of the Eastern Association of Workers' Compensation Boards and Commissions and a member of the legislative committee of the International Association of Industrial Accident Boards and Commissions. In 1985, he became a partner of the law firm of Hull and Devoe in Damariscotta, and while there, he litigated workers' compensation cases, consulted with businesses and the insurance industry on workers' compensation claims management and was a medical jurisprudence and malpractice faculty member at the University of New England's College of Osteopathic Medicine. He served as chairman of Maine Citizens against Government Censorship in 1986, which was successful in defeating an anti-pornography referendum. He served on the Board of Maine Civil Liberties Union and was especially proud of his work on behalf of the Wiccans at the Maine State Prison. He was a member of the Maine Professional Photographer's Association and the Leica Historical Society of America. Leaving Maine in 1996, he worked for two years at Trigon Insurance in Virginia. At the time of his death, he was a deputy chief judge at the Office of Hearings and Adjudication at the Department of Employment Services in Washington, D.C. He enjoyed sailing and was a bicyclist, a pianist, a gourmet cook and an award-winning photographer. He loved animals and his gardens. He is survived by his mother, Jeanne Albert Devoe Dubay, of Eagle Lake; his wife, Lesley Devoe, of Lincolnville; his stepfather, Harold Dubay, of Eagle Lake; his sisters, Margaret of Washington, D.C., Mary of North Carolina, and Susan of New Haven, Conn,; and several aunts. He was predeceased by his father, Gilman, in 1971 and his son, Todd, in 2000. A week after his death, his only brother, Tommy, died June 29 in Massachusetts of cancer. A celebration of his life will be held at 6 p.m. Friday, July 26 at Knowlton & Hewins Funeral Home, 1 Church St., Augusta, Maine. In lieu of flowers, donations may be made to the Charles D.
