MANCHESTER -- Elaine Fuller died on Jan. 28 from a head injury as the result of a fall. She had regained her mobility and enthusiasm for life just prior to this unexpected event. Elaine was born Dec. 6, 1927, in White Plains, N.Y., the daughter of Henry Ebeling and Wanda Muntz Ebeling, immigrants from Germany and Poland. She graduated from A.B. Davis High School, Mount Vernon, N.Y.; as a graduate nurse at Syracuse University in 1948; the University of Maine with a bachelor of science degree in nursing in 1974; and received a master's degree in public health administration in 1978. Elaine married Charles Fuller Jr. of Hallowell in 1949. They raised three children in Manchester. In 1998, she married Roy Whitcomb Jr. Elaine worked at the Togus VA hospital and later returned to work as a public health nurse for five years. She enjoyed a challenging career in licensing and certification as Medicare and Medicaid were implemented. She worked in elderly services as long-term care was being developed in home settings, starting the Home-Based Care Program. From there she became director of the Medicaid program for five years. Upon her retirement, she worked for two years for the National Academy for State Health Policy. In 1994, she ran successfully for a House seat in the State Legislature and served for three terms where she served on the Health and Human Services Committee. As she wound up her Legislative career she entered public service as a selectman in Manchester, eventually serving as the chairperson of the Selectmen of Manchester. Elaine served on many work groups and task liaisons during her career and continued for many years after her retirement until her recent tenure as president of the Kennebec Behavioral Health board. She was honored by that agency in 2012 and believed strongly in their work. She received many awards from a variety of professional associations for her advocacy on behalf of clients needing services. Elaine was also presented with awards from professional organizations including the Maine Speech and Hearing Association and the Maine Occupational Therapy Association for her advocacy work and support of children in the state of Maine. She also served on a task force to develop regulations related to the implementation of CDS services. Elaine was best known to members of the Cobbossee contee Yacht Club for her many years as treasurer, newsletter editor and as commodore for six years. She could reliably be found at the various CYC gatherings, boat-arounds and picnics. She served on the boards of a variety of local nonprofit agencies serving all age ranges and needs. She was on the United Way Board for six years and on the Allocations Committee for many years. In addition to being the organist for 52 years at St. Matthew's Episcopal Church in Hallowell, she also served as a warden of the church, and was on the vestry until the time of her death, taught Sunday school, and directed both the senior and junior choirs at different times. She was a Girl Scout leader and president of the Manchester Elementary PTA. Elaine was active in the Friends of Cobbossee Watershed and believed strongly in the values of conservation and protecting our water resources. Elaine was a lifelong musician, beginning as an accompanist for her father's weekly radio program in New York City starting in grade school, playing piano for choruses while in junior high, and for voice teachers in high school. She studied organ in Scarsdale, N.Y., and became the organist at St. Matthew's in 1957. Elaine was honored to be the organ soloist for one of the Augusta Symphony concerts, and to be the accompanist for a Gaslight Theater production of 'Guys and Dolls.' She took great delight in hosting parties and playing for sing-alongs at her home, especially Christmas get-togethers with family and friends. On at least a few occasions she provided some relief for her fellow legislators with her piano playing -- even at the Blaine House. She always enjoyed gatherings with any type of music. Living on the lake for more than 50 years, Elaine enjoyed swimming, water skiing and boating. She was a season ticket holder at Sugarloaf for many years, and she and Charles valued their time at the family camp. She loved dancing, and visiting with and entertaining family and friends. She had a reputation for giving a party not to be missed. Elaine took great pride in the home she and her husband built and the gardens that evoked comments from many passers-by. Elaine highly valued her good friends including the Church Ladies and the Ladies of the Lake as well as the many friends who made her life so full. She frequently commented on what a wonderful life she had and the many people that she was lucky to have around her. Elaine is survived by her three children, Cynthia Spence, of Lewiston; Lynn Irish, of Manchester; and Charles Fuller III and his wife, Jeanne, of Boothbay. She had six grandchildren who gave her great pleasure and pride: Julia Irish, of Montreal, Quebec; Amy Irish, of Portland; Nicholas Irish, of Boothbay Harbor; Sam Fuller and his wife, Amy, of Blue Hill; Mary Fuller, of Boothbay; and Sarah Spence, of Locke, N.Y. Elaine was predeceased by her first husband, Charles, in 1990; her second husband, Roy, in 2009; as well as two brothers, Fred and Henry Ebeling. Elaine's friends and associates are invited to a visitation from 4 to 7 p.m. Thursday at her home on Pond Road in Manchester. Funeral services for those who wish to attend will be at 1 p.m. Friday at St. Matthew's Episcopal Church, Union Street, Hallowell. All who want to celebrate her life are invited to join her family from 3 to 7 p.m. Friday afternoon at The Wharf in Hallowell. She would love to be able to celebrate one more time with all of her friends, associates, fellow musicians and family.
