OBITUARY for Harmon David Harvey Harmon David Harvey died November 24, 2022, in Hallowell at the age of 90, after a brief illness. He was born in Dover-Foxcroft, Maine on July 27, 1932, the son of Lewis A.W. Harvey and Ruth Helen (Sands) Harvey. His greatest loves were his family, public service, and his beloved community of Hallowell. He graduated in 1950 from the Piscataquis Community High School in Guilford, Maine, and earned a Bachelor's degree in Business Administration from the University of Maine at Orono in 1954. He was a member of Tau Kappa Epsilon fraternity. Mr. Harvey served in the U.S. Army from 1954 to 1957 and earned a graduate degree in social work from Boston College in 1961. His extensive career in state social work began in 1958 as a caseworker, and he later earned promotion to the Director of Policy and Program Development. Before he retired in 1992, he served as Deputy Director of the Bureau of Social Services for Maine's Department of Human Services. His other public service offices included: Hallowell Ward Five Representative, Hallowell Zoning Board of Appeals member, and Mayor of Hallowell for three terms. He followed these terms with follow-on service as president of the city council. In addition, Mr. Harvey served on Hallowell's Tree Board and did grant writing for the Waterfront Advisory Board. He also was a long-time board member of the Maine Coalition for Safe Kids, president of both the Hubbard Free Library and the board of the Augusta Regional Church Housing Corporation, and a trustee of the Old South Congregational Church. Finally, two Maine governors appointed him to important statewide organizations: Governor Kenneth Curtis to the Maine Social Worker Registration Board and Governor Angus King to the Elder Advisory and Long-term Care Steering Committees. His many career achievements included development of the state's Aid to Families with Dependent Children program, design and implementation of the statewide Refugee Resettlement Program, and a top-to-bottom redesign of the Social Services Information System at the Bureau of Child and Family Services in the Department of Human Services. Mr. Harvey's community accomplishments included acquisition of the 750-acre Jamie's Pond Wildlife Preserve, the building committee for the Cohen Community Center, installation of the "Welcome to Hallowell" entrance sign, and replacement of 250 trees destroyed in a 1998 ice storm. His awards for a lifetime of service included the Row House Eliza Clark Lowell Award for Service in 2012 and Hallowell's Outstanding Citizen of the Year in 2003. Mr. Harvey was a lifelong supporter of the University of Maine. He earned the alumni association's prestigious "Block M" Award in 1994. He contributed to the construction of Buchanan Alumni House on campus and also established a legacy gift during his 37 years of financial support for his alma mater. He chaired several Class of '54 Reunion committees and, until his death, provided class notes to the alumni magazine. Mr. Harvey married Jane Stevens on March 7, 1959. They were lovingly married for 63 years and raised six children. He is predeceased by his parents and survived by his wife, as well as his brother and sister-in law Ralph G. Harvey and Joyce Harvey of Searsport, Maine. His children and their partners are: Martha and Robert Harveywebster of Gardiner, Maine; Steven Harvey and Valerie Andreasen of Newcastle, Maine; Michael and Mary Ellen Harvey of Deerfield, New Hampshire; Merry-Jane and Stephen Wolborsky of Guam; Rebecca Harvey and Catherine Palmer of Augusta, Maine; and Kathryn and Dana Crocker of Mechanic Falls, Maine. He also leaves behind six grandchildren and four great-grandchildren.
